Budget jewelry stores are likely not to work for the same reason Tata Nano didn’t work. Jewelry, like cars, is aspirational for the average Indian.
Fluctuating Gold prices will make this hard to implement otherwise it's a great business model

It's an Indian obsession with just pure gold jewellery that makes purchases overwhelming, unlike you see in other countries where silver or other metal with gold finishing sells better. You can have all good looking designs with it at an affordable rate .
If you open just a price capped store it would just turn up perceiving like some high end 'fancy store' rather than a jewellery store.

This is the dumbest thing I've heard in this context. Stores being intimidating and price being out of reach is true for every single high end category.. for many people simply entering a mall to buy a shirt is intimidating. A jewelery store capping their price point is essentially them signalling we are only for a certain socioeconomic group of people, anyone "above" said group, would immediately feel like that store is not worth their time even if their purchase wouldn't exceed the price cap. A better option is to clearly display the price tag for every item and make sure you train the staff on sensitivity and kindness towards all customers. Greet every customer who walks in with the same amount of warmth, make them comfortable and take the intimidation out of the experience
Thatz why I prefer walking to a book store with a huge collection of fabulous books. hardbounds and paperbacks …
